What "certified" means

You have a laptop to get rid of and a recycler in front of you. How do you know which of the four fates you are choosing?

You can't follow the device. What you can do is check what the recycler has agreed to be audited against. In the United States there are two programmes worth knowing, and the EPA recognises both.

Why certification exists at all

From the last lesson: where no binding treaty sits above the company, the commitment has to come from the company. But a business saying "we recycle responsibly" is a marketing sentence. Anyone can write it, it costs nothing, and it proves nothing.

Certification turns that sentence into something checkable. A third party sets a standard, an independent auditor verifies the facility against it, and the certificate can be taken away. That is the whole idea — not that certified recyclers are virtuous, but that somebody with authority has actually looked.

R2v3

R2 stands for Responsible Recycling. The current version is R2v3, and it is the more widely held of the two.

Its central requirement is a documented chain of custody. A certified facility has to know where material goes when it leaves — including to its downstream vendors, and to their downstream vendors — so a device can be followed through the chain instead of vanishing at the first handoff.

R2v3 also puts reuse first. Facilities have to evaluate whether equipment can be repaired and reused before sending it for destruction, which is the fate-four rule from the first lesson written into an auditable standard.

It sets requirements for data security, for worker health and safety, and for handling what it calls focus materials — the components carrying the most risk, such as batteries and circuit boards.

R2v3 permits export, provided the receiving facility is itself appropriately certified and legally able to accept the material.

e-Stewards

e-Stewards was created by the Basel Action Network, the organisation that campaigned for the Ban Amendment you met in the last lesson. Its philosophy follows directly from that.

The defining difference is that e-Stewards prohibits exporting hazardous e-waste from developed to developing countries. It applies the Ban Amendment's rule as a condition of certification, whether or not the exporting country ever ratified the treaty.

It also prohibits processing by prison labour, and sets its own requirements for worker protection and data security.

Put simply: R2v3 says exports must be controlled and documented. e-Stewards says some exports must not happen at all. Both are real standards backed by real audits. They draw the line in different places.

What certification does not tell you

Keep this honest, because overselling it is how you lose an argument.

A certificate covers a facility, not a company — a business can run one certified site alongside other operations that aren't. It is a point-in-time audit, not live supervision. It does not mean nothing ever goes wrong. And an uncertified recycler isn't automatically bad; small operations sometimes simply cannot afford the audit.

Certification is the best available signal. It is not a guarantee, and anyone who tells you it is has stopped being useful to you.

How to actually check one

Four steps, about five minutes.

One: ask which certification, and which version. "R2" with no version, in a year when R2v3 is current, is worth a follow-up question.

Two: ask for the certificate number and the certifying body. A real certificate has both, and a recycler who holds one won't mind being asked.

Three: verify it at the source, not on their website. R2 and e-Stewards each publish a searchable directory of currently certified facilities. Look the company up there. A logo on a homepage is an image file; the directory is the record.

Four: check the address matches. Make sure the certified site is the one actually receiving your device, and not a different branch of the same company.

If you are handing over something with your data on it, ask one more question: what happens to the drive, and will you get a record of it.

Your task for this module

Find the nearest certified recycler to your ZIP code and check its certification properly — not by reading its homepage, but by finding it in the R2 or e-Stewards directory and confirming the version, the certifying body and the address.

Write down what you found, including if you couldn't find them listed at all. That is a real result, and it is much better to know it now than on the afternoon you turn up with a box.
